Family Rehousing Stabilization Program
The Family Rehousing Stabilization Program is a rapid rehousing program that offers emergency rental assistance and housing case-management services to formerly homeless families in D.C. to stabilize their housing situation. Client eligibility is determined by the District of Columbia’s Department of Human Services.
About the Program
The goal of the program is to assist families through case management and supportive services to increase self-sufficiency and maintain permanent housing. While in the program, families work on their goals to achieve independence, maintain compliance with their lease, obtain/maintain employment, budgeting/financial management and credit repair, pursue education or job training skills, and maintain their housing by paying their portion of the rent on time.
Services
Catholic Charities provides case-management services for families experiencing homelessness through the Family Re-housing Stabilization Program (FRSP).
- Rental assistance and support services are provided for 12 to 18 months based on the needs of the household and availability of funding.
- Throughout the program, our FRSP staff works one-on-one with families to achieve their goal of self-sufficiency, focusing on budgeting, employment and education.
- FRSP case managers meet with families in their units twice a month for the first three months and then monthly to do ongoing assessments of the family’s goals and needs. Based on the efforts the family makes to succeed in achieving its goals, a determination is made at the end of each month if the family will still get the subsidy in the coming month. For families who keep up with case management meetings and are working toward their goals, every four months they are recertified with a decreased subsidy.
Eligibility
- Applicants for FRSP must be living in a family shelter in the District of Columbia and receive a referral from the Department of Human Services FRSP unit.
- Applicants must have children under the age of 17.
- Applicants must have income up to 40% of the area median income and demonstrate a reasonable expectation that they will have the financial capacity to pay the full rental amount when the program subsidy ends.
